The Federal Emergency Management Agency(FEMA) Flood Insurance Rate map (FIRM) <br /> identifies the majority of the project area as Zone "X" (areas outside of the 500-year flood). <br /> There are no existing drainage ways on the site. <br /> The applicant has not observed any significant runoff or erosion in the recent past on the <br /> subject site. Pursuant to County drainage requirements, appropriate drywell and/or similar <br /> means to capture runoff from any improvement will be built, if necessary, in conjunction <br /> with the appropriate permitting process. <br /> 2) Volcanic, Earthquake and Tsunami Hazards <br /> According to the United States Geological Survey Maps, the project site is located within <br /> Lava Flow Hazard Zone 3, on a scale of ascending risks 9 to 1, 9 being the lowest risk and 1 <br /> being greatest risk.The Building Code designates the entire island of Hawai'i Earthquake <br /> Zone "D" and contains certain structural requirements to address the relative seismic <br /> hazard.All structures would have to comply with this standard. <br /> 3) Tsunami Hazard <br /> As the site is located over two and half(2.5) miles from the ocean, it is located outside of <br /> the Civil Defense's Tsunami Evacuation Zone. <br /> D. Flora/Fauna <br /> Although there were no professional surveys conducted of the floral or fauna resources of the <br /> site, the applicant does not believe that rare or endangered floral or fauna resources are likely <br /> to be found within the subject site. <br /> Residential development removed the original floral and fauna resources of the property.The <br /> entire property has been landscaped with various trees,shrubs, and grass.Thus,floral impacts <br /> should be minimal. <br /> The site is not known to be habitat for any rare or endangered animal life. Given its elevation, <br /> however, it would be possible to find Hawaiian Hawk (l'o)and the Hawaiian Owl (Pueo). Further, <br /> the urban nature of the surrounding areas would make it less likely to find endangered animal <br /> life in this area. <br /> E. Historic/Cultural/Archeological Resources <br /> As the site was formerly bulldozed and cleared, no commissioned archeological survey of the <br /> site was made. However, if needed, an archeological monitoring plan can be prepared and <br /> implemented in the conjunction with further land clearing activity. <br /> , Furthermore, in the event any inadvertent discoveries are made during any land disturbance <br /> activity relating to this project,work will cease and the applicant will immediately notify the <br /> Planning Department and the State DLNR and secure their clerences before proceeding further. <br /> A letter requesting"No Effect" determination has been sent to SHPD. <br /> F.
