DEPARTMENT OF PUBLIC ViOtt§ 1 PP1 '. 98 <br /> COUNTY OF HAWAII <br /> NT <br /> HILO, HAWAII t ;" <br /> DATE: September 28, 2018 <br /> TO: Michael Yee, Planning Director <br /> FROM: f partment of Dub lc Works, Engineering Division <br /> SUBJECT: CHANGE OF ZONE APPLICATION (REZ 18-000229) <br /> Request: RS-15 to RS-10 <br /> Applicant: Miroslav Neskovic <br /> TMK: 2-4-021:059 <br /> We have reviewed the subject request forwarded by your memo dated August 30, 2018 <br /> and offer the following comments for your consideration: <br /> All development-generated runoff shall be disposed of on site and not directed toward <br /> any adjacent properties. A drainage study shall be prepared and the recommended <br /> drainage system shall be constructed meeting the approval of the Department of Public <br /> Works. The drainage study and improvements must be completed prior to the <br /> construction of any proposed structures. <br /> The subject parcel is in an area designated as Zone X on the Flood Insurance Rate Map <br /> (FIRM) by the Federal Emergency Management Agency (FEMA). Zone X is an area <br /> determined to be outside the 500-year floodplain. <br /> The existing Nalani Street is 40' wide and the current minimum width of a County road is <br /> 50'. Based on the proposed zoning, we recommend the applicant provide improvements <br /> to the subject property's Nalani Street frontage consisting of, but not limited to, pavement <br /> widening with concrete curb, gutter and sidewalk, drainage improvements, and any <br /> required utility relocation, meeting the requirements of the Americans with Disabilities Act <br /> and the approval of the Department of Public Works. The improvements shall be located <br /> within any future road widening setback as may be established by the Planning <br /> Department. <br /> Install streetlights and traffic control devices as may be required by the Traffic Division, <br /> Department of Public Works. The applicant shall be responsible for the design, purchase, <br /> and installation of such devices. <br /> Questions may be referred to Robyn Matsumoto at 961-8924. ��� <br /> Pla n i n t..
