Assessment Criteria Form <br /> The Commission made no updates to the Assessment Criteria Form. Last revision was done <br /> on November 5, 2018 (Appendix 11). This Assessment Criteria Form was utilized to assess the <br /> suggestion forms received during the aforementioned time. <br /> Stewardship Grants <br /> In 2012 Hawaii County voters approved a charter amendment which can be found <br /> in Article 10, Section 10-16, Public Access, Open Space, and Natural Resources Preservation <br /> Maintenance Fund, which provides funding for maintaining properties acquired by the <br /> PONC Fund. In 2018, the PONC Commission was given the task of reviewing eligible <br /> applications and making funding recommendations to the County Department of Parks and <br /> Recreation (P&R). <br /> Upon review of the application and discussion with P&R staff, the PONC Commissioners <br /> expressed many concerns and reservations about how the grant application process is structured <br /> and about the grant application form that is provided to the applicants. In 2018, PONC <br /> Commission were invited by the Charter Commission to render a recommendation to the charter <br /> that would make the process that would further enhance the PONC commission's ability in their <br /> capacity to the mayor. <br /> In the meantime, four eligible Stewardship Grant Applications (Appendix 12) were <br /> received by P&R and passed on to the PONC Commission to review and make funding <br /> recommendations. All four applications were recommended for funding at PONC's Special <br /> Meeting held in October 2018, providing they met the requirements as defined in the Hawaii <br /> County Charter Section 10-16(g). <br /> The PONC Commission looks forward to working with P&R and with legal counsel to <br /> modify and clarify the grants-making process to make it an effective tool for the County to use to <br /> help steward the properties that are purchased with PONC funding. <br /> Commission and Community Recommendations and Concerns <br /> The following is a listing of recommendations and concerns identified by the Commission: <br /> ♦ The commissioners will continue to seek education and training in all aspects of land <br /> acquisition to better accomplish the Commissions' goals. <br /> ♦ The Commission encourages the public to re-nominate properties without County <br /> resolutions. <br /> ♦ The Commission is very concerned about the Charter Commission process and <br /> recommendation effecting the Preservation and Maintenance Funds Charter <br /> changes <br /> ♦ Expenses are eligible for funding using the Maintenance Fund recommends review of <br /> the PONC Charter and Code <br /> ♦ The Commission encourages non-profit community groups to apply for stewardship grants <br />
