Surrounding Land Uses/Zoning: The property is surrounded by a mix of commercial <br /> and residential uses. There is an office building directly across of and kitty corner of the <br /> subject site on property zoned Neighborhood Commercial (CN-20). There is also a small <br /> commercial complex zoned General Commercial (CG-10) on the corner of Lanikaula and <br /> Kilauea Avenue, less than 200 feet east of the subject parcel. The University of Hawaii <br /> at Hilo campus begins approximately 500 feet to the west at Ululani Street. There are also <br /> some scattered single-family residences north of the subject site along Kino`ole Street <br /> and an apartment complex fronting West Lanikaula Street, zoned Multiple-Family <br /> Residential (RM-4). <br /> 11. Flood Zone: Zone X, an area determined by FEMA to be outside the 500-year flood <br /> plain. <br /> 12. Flora/Fauna Resources: No professional floral or faunal survey was conducted of the <br /> property due to the long-time residential use of the property and the urban character of <br /> the surrounding area. It is unlikely that rare or endangered floral or faunal resources are <br /> likely to be found within or proximate to the site. According to the Department of Land <br /> and Natural Resources-Division of Forestry and Wildlife (DOFAW), the State and <br /> Federally listed Hawaiian hoary bat has the potential to occur in the vicinity of the project <br /> area and may roost in trees. DOFAW made recommendations to mitigate impact on this <br /> species. Additionally, DOFAW recommended shielding of lights and limiting nighttime <br /> work requiring lights to minimize impacts on endangered sea birds passing through the <br /> area. Finally, DOFAW recommended using native plants for landscaping purposes. <br /> 13. Archaeological/Cultural/Historical Resources: No professional archaeological and <br /> cultural study was conducted of the property because it has been developed since the <br /> 1920's with a residence. There are no known historic sites on the property as listed on the <br /> State or National Register of Historic Places. In a letter dated August 30, 2018, the State <br /> Historic Preservation Division(SHPD) determined that no historic properties would be <br /> -3- <br />
