Chung, Council Chair <br /> and Members of the County Council <br /> County of Hawai`i <br /> Page 2 <br /> provide the applicant and DPW a one-year timeframe from the issuance of Certificate of Occupancy to <br /> determine if there are impacts on the West Lanikaula Street and Kino`ole Street intersection from full- <br /> turn movements at the West Lanikaula Street access. If DPW determines that there is an impact,the <br /> applicant will be required to modify the turning movements at the West Lanikaula Street access, at their <br /> cost, within 6-months of DPW's determination. The Ordinance conditions attached to this letter reflect <br /> the Windward Planning Commission changes discussed above. <br /> The following is the original Planning Director's Recommendation to the Planning Commission which <br /> may or may not be consistent with the ordinance conditions attached. <br /> The applicant is requesting a Change the zoning district from Single-Family <br /> Residential— 10,000 square feet(RS-10)to General Commercial—20,000 square feet <br /> (CG-20)zoning district for 40,282-square feet of land in order to develop a new, single-story, <br /> 7,500 square-foot office building to house banking functions at this site. The height of the <br /> structure is not expected to exceed forty-five(45)feet,the maximum allowable by the Zoning <br /> Code. While higher than normal for a single-story building,this added height is designed to <br /> provide for the option to accommodate a mezzanine within the structure to accommodate office <br /> and related uses. Additionally,the applicant is proposing a drive-through ATM along the <br /> northern boundary of the subject property. This new structure would provide the bank the <br /> option to either relocate some of its operations or to provide another branch in proximity to the <br /> University of Hawai`i at Hilo and this area of the community. The applicant is proposing a 36- <br /> stall parking lot(including two handicapped stalls)to accommodate customer and employee <br /> parking. This on-site parking and landscaping would be provided as required by the Zoning <br /> Code. <br /> In order to consider an area for any type of zoning designation,the applicable goals, <br /> policies and standards of the General Plan must be adequately addressed. It is only through <br /> such a comprehensive policy analysis approach that evaluations and decisions can be made to <br /> better time and stage developments to achieve growth determined by the General Plan and <br /> related planning documents. The implications of these evaluations and decisions must also be <br /> considered as they may have an impact on similar areas in the County. <br /> The change of zone request from an RS-10 to a CG-20 zoning district conforms to <br /> applicable goals, policies and standards of the General Plan. <br /> The Land Use Pattern Allocation Guide (LUPAG)Map component of the General Plan <br /> is a representation of the document's goals and policies to guide the coordinated growth and <br /> development of the County. It reflects a graphic depiction of the physical relationship among <br /> the various land uses. The request to change the zoning to a CG-20 district conforms to the <br /> LUPAG Map, which designates the property and the surrounding area as High Density Urban. <br /> Such designation allows general commercial, multiple family residential and related services <br />
