In addition to being consistent with the <br /> LUPAG Map,the request would also support the following goals and policies of the General <br /> Plan Land Use element: <br /> • Provide for commercial developments that maximize convenience to its users. <br /> • Provide commercial developments that complement the overall pattern of <br /> transportation and land usage within the island's regions, communities, and <br /> neighborhoods. <br /> • Commercial facilities shall be developed in areas adequately served by <br /> necessary services, such as water, utilities, sewers, and transportation systems. <br /> • Commercial development shall maintain or improve the quality of the present <br /> environment through the consideration of visual, access, landscaping, and other <br /> design elements in their development. <br /> • Preference shall be given to commercial lands with a reasonably level <br /> topography. <br /> The subject property is located at the northeast corner of the Kino`ole Street/West <br /> Lanikaula intersection. The property is rectangular in shape with about 220 feet of frontage <br /> along West Lanikaula Street and 160 feet of frontage along Kino`ole Street. The topography is <br /> fairly level. According to tax records there are four(4)single-family dwellings on the site, three <br /> (3) of which were constructed in 1946, while the other, in 1928. These dwellings will be <br /> removed and/or relocated for possible housing use, if deemed appropriate and salvageable, by <br /> the contractor. <br /> • <br /> The property is surrounded by a mix of commercial and residential uses. There is an <br /> office building directly across of and kitty corner of the subject site on property zoned <br /> Neighborhood Commercial(CN-20). There is also a small commercial complex zoned General <br /> Commercial (CG-10) on the corner of Lanikaula and Kilauea Avenue, less than 200 feet east of <br /> the subject parcel. The University of Hawai`i at Hilo campus begins approximately 500 feet to <br /> the west at Ululani Street. There are also some scattered single-family residences north of the <br /> subject site along Kino`ole Street and an apartment complex fronting West Lanikaula Street, <br /> zoned Multiple-Family Residential(RM-4). <br /> Despite the transitioning nature of the neighborhood from residential to commercial <br /> zoning and the proposed zoning's consistency with the General Plan,there are still several <br /> residentially-zoned lots in close proximity to the subject property.
