County Council on September 25, 2008, identifies the property as situated within the <br /> "Kona Urban Area", although not within a designated Transit Oriented Development <br /> (TOD) zone. In addition, the subject parcel is situated within Concurrency Zone "D" on <br /> the Kona CDP Official Concurrency Map. <br /> 8. Special Management Area (SMA): The SMA is a part of the Coastal Zone Management <br /> Program regulated by the County. The property is not within the County's Special <br /> Management Area (SMA) and is located approximately 3.5 miles from the nearest <br /> shoreline. <br /> DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br /> 9. Subject Property: The subject property is situated makai of the Mamalahoa Highway, <br /> between the Kona Palisades Subdivision to the north and the Kona Hills Estates <br /> Subdivision to south. Hi`olani Street is situated to its immediate north and intersects with <br /> Lalei Street. The subject site is situated at the end of Lalei Street. The property is 5.966 <br /> acres in size and is roughly triangular in shape and is currently vacant of structures. <br /> According to the applicant, the property has most recently been used as pasture land for <br /> cattle. <br /> 10. Surrounding Zoning/Land Uses: The zoning surrounding the subject parcel includes A- <br /> 5a and A-1 a zoning to the west, A-1 a directly to the north, FA-2a directly to the south, <br /> and A-5a to the east. According to the applicant, the area surrounding the subject site is <br /> dominated by residential uses, primarily the Kona Palisades Subdivision to the north <br /> (Zoned RS-10 with 10,000+ square foot lots), as well as Phase I and II of the Kona Acres <br /> Subdivision (1+ acre lots). Phase I and II of the Kona Hills Subdivision is located along <br /> the southern mauka portion of the project site (1+ acre lots) as well as the recently <br /> developed O`oma Plantation Subdivision (2+ acre lots). <br /> 11. ALISH: Unclassified. <br /> 12. Land Study Bureau's Detailed Land Classification System: "D" or"Poor" soils. <br /> 13. U.S. Soil Survey: Punalu`u Extremely Rocky Peat, 6-20% (rPYD). <br /> 14. FIRM: The project area is located in Zone "X", an area outside of the 500-year flood <br /> area. <br /> 15. Flora/Fauna Resources: There were no professional flora/fauna surveys conducted of <br /> -2- <br /> K <br />
