Standard. In compliance with § 25-2-46(d), HCC, a Draft TIAR was <br /> prepared by Fehr &Peers (June 2017) ("Report") for the proposed <br /> amendment request (Exhibit 7), even though the proposed Project generates <br /> only six (6) trips above the threshold for which a TIAR is required under § <br /> 25-2-46, HCC. Section 25-2-46(e), HCC, requires mitigation if the Level of <br /> Service ("LOS") is either: (a) currently worse than the acceptable LOS, or(b) <br /> projected to become worse than the acceptable LOS during the 5-year period <br /> of the TIAR. Where the LOS deficiency is due to roadway or intersection <br /> deficiencies in the immediate vicinity of the project, the conditions of zoning <br /> shall require "local mitigation". "Local mitigation" consists of improvements <br /> to road and intersections that are in the immediate vicinity of a project, <br /> including channelization of intersection, turn lanes into a project and similar <br /> improvements. <br /> b. TIAR. The Report analyzed the potential project-related traffic impacts and <br /> operations at the Puainako Street/Kekela Street/KTA Shopping Center east <br /> driveway("Kekela intersection"), and two additional intersections6. Kekela <br /> Street is a County owned and maintained road, with jurisdictional review by <br /> the County Department of Public Works ("DPW"). The Report concluded <br /> that the LOS levels at the two study areas: (a) Puainako Street/Kilauea <br /> Avenue, and (b) Puainako Street/Kanoelehua Avenue intersections operate <br /> at an overall desirable (LOS D or better) during both peak hours. The Kekela <br /> intersection currently operates at LOS F in the PM peak hour, and is <br /> anticipated to still operate at LOS E or F in the future (5-, 10- and 20-year <br /> forecasts) without the proposed Project. Due to the modest scale of the <br /> proposed Project, the addition of the Project trips from the proposed Project <br /> would not further degrade the current LOS E or F operations. The Report <br /> further concluded that both Project driveways are anticipated to serve <br /> G The study area also included the: (a)Puainako Street/Kilauea Avenue and(b)Puainako Street/Kanoelehua Avenue <br /> intersections. <br />
