Mr. Robinson: <br />having some credibility, verification. My other concern is...we are <br />here to judge credibility of witness' testimony and part of that is <br />observing a witness. Their mannerisms, personality, everything <br />flows into judging that credibility which cannot be done on a <br />telephone. And we also don't know if that person has anyone <br />prompting her or advising her or consulting her or giving her <br />answers...him or her. So I have problems. So I'm against <br />telephone testimony. <br />Mr. Chairman, I'd like to reiterate as well as...as David did. <br />Previously we've had testimony from many of the County <br />buildings throughout the County that have the facilities for not <br />only hearing, but also seeing the person testifying. Without that I <br />mean there's no reason that we can't have testimony from... We <br />had from Kohala for many times...from Ka'u, Hamakua, from <br />Kona. So if we're gonna do that, we should do it that way. Not to <br />just to have it...as David pointed out. We can't really verify. So <br />I'm not in favor of that either. Second thing I'd like to raise is a general point. <br />This is the Ethics commission and I have some question as to <br />whether or not we should be using judicial model as our model for <br />3 <br />
