HENKEL: I do under normal circumstances. <br />8 <br />I think the chief should be the highest-paid person in <br />9 <br />the department. That's how I feel. <br />10 <br />MR. PAVAO: What do you mean by "under normal <br />11 <br />circumstances"? <br />12 <br />MR. HENKEL: The circumstances right now are <br />13 <br />abnormal. I live in lower Puna. Our youth in Puna <br />14 <br />don't have full access to the pool or the community <br />15 <br />center or the beaches. We've lost every bit of <br />16 <br />recreation for our youth that we've had. Instead of <br />17 <br />expanding those facilities because of monetary <br />18 <br />considerations, the County is cutting back on them. <br />19 <br />The pool is only open four or five days a week instead <br />20 <br />of seven, and at restricted hours; and if a lifeguard <br />21 <br />is gone, then they shut it down completely. <br />22 <br />So, I think that we need to expand services <br />23 <br />to lower Puna, and then we can talk about salary raises <br />24 <br />that they did deserve. <br />25 <br />MR.
