I think if you look <br />3 <br />at all of the departments, where did we increase the <br />4 <br />management level? We had to use very slim pickings, <br />5 <br />because that's a thing we really do directly control. <br />6 <br />And this year, we finally decided we need the <br />7 <br />IT to help us make us better in regards to permitting <br />8 <br />and everything else, so we put in one position. She <br />9 <br />manages 26 employees or so. <br />10 <br />I just need you to have some confidence, Sir, <br />11 <br />in all the decision-making to ask for that one more. I <br />12 <br />ask you to look at the mayor's office to see how long <br />13 <br />before we fill up the positions and how much we spend <br />14 <br />or do not spend on anything. I openly ask you to take <br />15 <br />a look at the management level. <br />16 <br />And I know this is not what you want to hear, <br />17 <br />but I wish I had three or four more people in <br />18 <br />management to help me do the job, truthfully. I tell <br />19 <br />my managers this, "I have a right to kill myself. I <br />20 <br />don't have a right to kill you." And sometimes I <br />21 <br />wonder if I'm killing them. But I'd be responsible if <br />22 <br />I sat here and tell you, yes, we will do it, but I'd be <br />23 <br />lying. The management level is -- I wish we had more <br />24 <br />people to do a better job, not to have more people on <br />25 <br />staff, Sir. It's to do a better job.
