We <br />4 <br />have to -- that's a little bit different in some <br />5 <br />aspects, but always the projected revenues and <br />6 <br />projected expenses. And if we know where collective <br />7 <br />bargaining has gone, and if we overestimate and set <br />8 <br />aside, that's fine. But we can be caught -- and some <br />9 <br />administrations have -- you're caught dead because you <br />10 <br />didn't even plan for it. You have to plan for it and <br />11 <br />we do set aside some amount. And we have been short in <br />12 <br />the past. <br />13 <br />MR. FRATINARDO: And, Mr. Mayor, I know <br />14 <br />there's a lot of people out here -- myself -- who love <br />15 <br />volunteering, giving of themselves. But, in your <br />16 <br />opinion, to attract the best most qualified <br />17 <br />managers -- for example, Public Works, Planning <br />18 <br />Department -- do you feel it plays a factor when <br />19 <br />you can afford a competitive salary to that person? <br />20 <br />MR. KIM: I think absolutely. The thing <br />21 <br />that -- it's not the place, but I'll say it. Sometimes <br />22 <br />there are requirements imposed, like you have to be a <br />23 <br />licensed engineer, for example, like Water Department, <br />24 <br />Public Works.
