And so, sometimes the requirement does <br />3 <br />cause escalation of the kind of people we're looking <br />4 <br />for because there's minimum years, this, and that. <br />5 <br />But when you have those different -- I'll <br />6 <br />pick on Public Works, for example. I went through <br />7 <br />two -- this is my third now -- director. And it's <br />8 <br />almost like hands and knees looking for a qualified <br />9 <br />person. Because when you look for a management -- like <br />10 <br />I hunch a lot of you people are management -- if we <br />11 <br />look for management, you're looking for a guy who is <br />12 <br />already up on the scale. And I think almost 100 <br />13 <br />percent of the people I ask -- I'm asking them to <br />14 <br />take a pay cut. <br />15 <br />And so, it's -- and it's not easy. I <br />16 <br />know there's a general consensus that we're finding <br />17 <br />people lining up, but that's not true. This one <br />18 <br />here -- I'll mention his name, Dave. I asked him years <br />19 <br />ago, and it was always, "No." And this time, and the <br />20 <br />last one, you know, said he has to go. And I asked him <br />21 <br />again, and there was a lot of thought process. And the <br />22 <br />way I appealed to him is this, and I'm not <br />23 <br />song-and-dancing.
