Because my <br />10 <br />constituents are saying that, "We are taxed to death" <br />11 <br />-- and if we give these raises and we have to say, "We <br />12 <br />don't have the money and we're going to raise the <br />13 <br />taxes" -- that wouldn't go well. <br />14 <br />MS. SAKO: So, when we budget, we try to look <br />15 <br />at/plan for the future. And I'm not saying we <br />16 <br />specifically said, okay, you know, administrative -- <br />17 <br />like the mayor is going to get a certain amount. But <br />18 <br />we tried to base the raises and our provision for <br />19 <br />compensation adjustment based on what we knew and the <br />20 <br />collective -- the bargaining units that had completed <br />21 <br />their agreements. <br />22 <br />Since then, Fire has been completed. BU-1 <br />23 <br />came in for a few changes. So, we still have five HGEA <br />24 <br />units to complete bargaining.
