<br /> <br />Page 43 <br />1 <br />quarterly report -- is establish the County-wide leadership <br />2 <br />training academy with the assistance of the Hawai ʻ i Community <br />3 <br />College Office of Continuing Education. <br />4 <br />If we can train our supervisors and our managers to <br />5 <br />have a clear understanding of the goals and objectives of the <br />6 <br />civil service, the merit principles, and the duties and <br />7 <br />responsibilities of HR, specifically -- that would be such a <br />8 <br />benefit, you know, to the County as a whole. <br />9 <br />But if we can just bring a lot of the managers and <br />10 <br />supervisors on par with just the general operating procedures <br />11 <br />of the County, as a whole, I think we would raise everybody's <br />12 <br />level significantly moving forward. <br />13 <br />And what the result of that would be, in my <br />14 <br />opinion, is that we'll see less labor issues down the road. <br />15 <br />Because when you have consistency and you have a clear <br />16 <br />understanding of what the expectations are, I think you have <br />17 <br />less confusion moving forward. And, again, my hope and what I <br />18 <br />would like to achieve with this is, again, to reduce the <br />19 <br />amount of labor, you know, relations strife or grief that we <br />20 <br />are kind of seeing now, maybe a reduction in grievances as <br />21 <br />well as, personally, to you, a reduction in the internal <br />22 <br />complaints. <br />23 <br />MS.
