Though there is already a fence line and gate along the <br /> property boundary with Ainalako Road, no new development is <br /> planned in the increased frontage setbacks <br /> 3K TRAFFIC IMPACTS <br /> The proposed project is located on Ainalako Road, approximately <br /> 0.8 miles from its intersection with Ainaola Drive. Traffic in this area <br /> is generally low and made up primarily by residents of the area. <br /> The proposed use would generate a slight increase in traffic to the <br /> subject site, however the increase would be very minimal. As noted <br /> above, the applicant anticipates approximately 10 to 20 visitors per <br /> day. This equates to roughly 2 to 3 cars per hour. This level of <br /> traffic is no different than residential levels. <br /> Potential adverse impacts will be mitigated by the use of"quiet <br /> hours" (from 1 OPM to 7AM) for the facility, during which visitation <br /> will generally not be allowed. Further, the anticipated addition to <br /> traffic levels of 2 to 3 cars per hour is far less than what would be <br /> required to be mitigated for. <br /> 3L AVAILABILITIES OF UTILITIES <br /> HELCO and Hawaiian Telcom both serve the subject parcel. The <br /> parcel is served by County Water. Consultation with the <br /> Department of Water Supply indicates there may be additional <br /> water available to the parcel if the existing 5/8-inch meter is <br /> inadequate. If necessary, water use calculations will be prepared <br /> and will be furnished to determine adequacy of water supply. This <br /> area is not served by a County sewer system and the parcel is <br /> currently served by cesspools. Upgrades to the wastewater <br /> systems on the property will be designed by a licensed engineer in <br /> the State of Hawaii meeting Department of Health requirements. <br /> REGULATORY ANALYSIS <br /> 4A The granting of this request would promote the effectiveness and <br /> objectives of Chapter 205, Hawaii Revised Statutes as amended. <br /> The proposed use is not contrary to Chapter 205A, Coastal Zone <br /> Management as the subject parcel is approximately 4.5 miles from <br /> the shoreline. There are no public access, scenic or open space <br /> resources on the subject site. <br /> 4B The desired use shall not adversely affect the surrounding <br /> properties.
