3C INSTITUTIONAL CONSIDERATIONS <br /> State Land Use <br /> The subject property is designated State Land Use Agriculture and <br /> the special permit will consist of approximately 1-acre of land. As <br /> such, no State Land Use Commission action is required. The <br /> County of Hawaii can process the special permit request. <br /> Special Management Area <br /> The subject property is approximately 5 miles from the coast and <br /> outside of the SMA. <br /> County Zoning and General Plan <br /> The County zoning of the subject site is Agriculture 1 acre (A-la). <br /> The County General Plan Land Use Pattern Allocation Guide <br /> (LUPAG) map, if scaled, designates subject portion of the parcel as <br /> Rural. According to the General Plan, allowable uses within the <br /> Rural Designation, with appropriate zoning, may include <br /> "commercial facilities that serve the residential and agricultural uses <br /> in the area, and community and public facilities." Relative to this <br /> designation, the General Plan allows consideration for"a Special <br /> Permit"on agriculture land where the requested use meets certain <br /> criteria as outlined in section 4 of the permit application and chapter <br /> 205 of the Hawaii Revised Statutes as amended. <br /> The subject parcel is located within the State Land Use designation <br /> agriculture. Based on the Land Study Bureau Overall Master <br /> Productivity Ratinq the subject portion of the parcel is classified as <br /> E, or very poor. Under the Agriculture Lands of Importance to the <br /> State of Hawaii (ALISH) classification system, the subject site is <br /> unclassified. <br /> The U.S. Department of Agriculture Soil Conservation Service has <br /> designated the soil type for the subject site as Keaukaha highly <br /> decomposed plant material with 2 to 10 percent slopes; it is well <br /> drained with a high runoff class. The farmland classification is"not <br /> prime" and the mean annual precipitation is 120 to 150 inches. <br /> The parcel is generally flat, sitting at approximately 525 feet <br /> elevation with a slight slope down in a northeasterly direction. <br /> There are no perceptible topographic or geologic constraints. <br /> 3 <br />
