CARR SMITH: Everybody has a lot to say. Thanks for being patient. <br /> YATES: That's okay. Well, first of all, I mean we all realize housing is at the shortage, and it <br /> would be a great thing to be able to have more shortage [sic] but, again, you know, I went to school <br /> here at Konawaena High School more than 50 years ago; the road, Kuakini, has not been improved <br /> to any way that will be, you know, conducive to traffic these days. And I know all of that has to be <br /> done. So, again, it has to do with the infrastructure. <br /> Secondly, can, you know, when you build all of these homes, etcetera, etcetera, who, the County has <br /> to come up with monies, has to come up with workers, has to come up with maintaining, I mean they <br /> are saying a park, so who is going to maintain that park? We need more County employees. There <br /> is a lot of things that needs to be taken into consideration other than having affordable housing. And <br /> then, of course, yeah,people, you know, may walk around and, but, my biggest concern is, you <br /> know, can our County support this, you know, with the maintaining the road—or are the developers <br /> going to maintain the road? Are they going to also take care of the parks? Are they also going to <br /> provide transportation? Maybe the transportation to the commercial areas? What's going to <br /> happen? This is my concern, you know. It becomes a tax burden on all of us. So, are the people <br /> that buy into their place, they are going to be responsible for their taxes to take care of where they <br /> are? As we all know, you know, all of us are paying an exorbitant amount of taxes to be able to <br /> support our County. So all of these things to me are something that needs to be considered and, you <br /> know, unfortunately, it's a good idea, but I have to agree with our Director that, you know, maybe <br /> now is not the time or maybe more thought should be put into it so that it's not a tax burden on all of <br /> us. Max, do you have any questions for staff? <br /> NEWBURG: At this time I don't have any questions, but just merely, simply put that the request of <br /> exemptions being made by the applicant seem to far outweigh what they are offering as a project. <br /> We desperately need housing, but I just don't see between what they are proposing and what the <br /> community needs coming together. I just leave that as my statement. <br /> CARR SMITH: Okay, thank you. Maija. <br /> JACKSON: Thank you, Chair Carr Smith. Can I just close with one more idea? When the Planning <br /> Director makes a recommendation, what we do is we look at for zoning, we look at whether the <br /> zoning is the most appropriate land use, I'm sorry,the most appropriate zoning for that area in order <br /> to create the best land use pattern. So I know there is a tendency on all of our permits to look at <br /> projects rather than the zoning that's being requested. What we are saying in this case is right now <br /> the applicant has Commercial and Residential segregated zoning districts, and what we are saying is <br /> a Project District would be the more appropriate zoning district to create the land use pattern that the <br /> Kona community has said that they want to see in this area. <br /> CARR SMITH: And that would - - - -traffic, right? <br /> JACKSON: I'm sorry, what was that? <br /> 20 <br /> EXHIBIT D <br />
