with prior Traffic Impact Assessment Reports(TIAR)prepared for the Palamanui project <br /> by SSFM in 2014 and 2016. The applicant has modified development components of <br /> Phase II and III compared to the TA. A main difference is the Business Park is developed <br /> in Phase II of the TA with a signalized intersection at the Queen Kaahumanu Highway- <br /> University Drive(Road 2) intersection, rather than in Phase III as currently proposed. In <br /> the TA,University Drive would not be connected between the Business Park and <br /> University Village until Phase III.The TA concluded that a traffic signal would not be <br /> required at the Ka`iminani Drive-Ane Keohokalole Highway intersection until after the <br /> completion of a combined 500 residential units; 30,000 square feet of commercial space; <br /> and 60 hotel rooms. The 2014 and 2016 SSFM TIAR's concluded that Road 1 (New <br /> Connector Road),between the Palamanui property and Mamalahoa Highway, is not <br /> necessary to mitigate traffic impacts generated by Palamanui. Based on this conclusion, <br /> the applicant believes placing the responsibility of constructing Road 1 solely on <br /> Palamanui is not proportional to their project impacts. <br /> Development of the property would occur in four phases as shown in Exhibits A-8, A-9, <br /> A-10, and A-11 of the Application, and as follows: <br /> Phase I <br /> Phase I would be constructed just north of the UHWH campus to help facilitate <br /> and support the growth of the University. Construction would commence within <br /> two years of receipt of all necessary development permits and be completed <br /> within five years of the commencement date. <br /> • Up to 250 residential units, <br /> • Up to 30,000 square feet of commercial space, <br /> • Up to 60 hotel rooms, <br /> • 10 acres of improved park of a 20-acre public park, <br /> • A privately owned and maintained wastewater treatment plant, <br /> • Extension of Road 3A(Ane Keohokalole Highway) from UHWH to the <br /> University Village Town Center. <br /> -3- <br />
