Based on SHPD’s review and acceptance of the AIS, an Archaeological Monitoring <br />Plan (AMP) is required. AMP was submitted on 05/07/20 to SHPD for <br />review/approval. SHPD approval received 11/09/20. <br />• The project is planned for funding with Clean Water State Revolving Funds <br />(CWSRF) monies and partially by a federal EPA grant. <br />• Current Schedule: <br />05/2020: WWTP Site and Easement Appraisal Updated. <br />11/09/20: Final AMP approved by SHPD. <br />03/2021: WWTP Land Acquisition (AOC milestone, not per schedule). <br />08/12/21: Submit Special Permit Application. <br />03/23/22: WWTP and Phase 1 Collection System Design completion. <br />04/30/22: Advertisement for bids-Phase 1 Construction. <br />12/20/23: Pāhala LCCs closure. <br /> <br />C. LONO KONA SEWER IMPROVEMENT DISTRICT: <br />• Construction has been completed. All mains have been installed. CCTV <br />inspection was completed on 11/06/19. Pre-final walk through was performed <br />on 10/30/19. Final walk through was conducted on 11/19/19. <br />• Letters to property owners signaling the start of the 180-day mandatory <br />connection requirement were mailed on 11/12/19. The letters state that hook- <br />up to the county sewer must be done by 05/10/20. Compliance deadline was <br />extended to 07/09/20 due to COVID-19. Notice of Violation Letters for non- <br />connected TMKs were mailed on 07/23/20. <br />• Current hookup count as of 11/13/20: 62 out of 112 TMKs have connected. Out <br />of the 112 TMKs, 18 are vacant lots. With the remaining 32 TMKs that have not <br />connected, 24 received extensions, while the remaining 8 have not responded to <br />the Notice of Violation letters. WWD is reaching out to these 8 TMKs as to their <br />connection status. <br />• USDA Rural Development has obligated loan and grant funds of $2,437,000 and <br />$4,024,800 respectively to this project. USDA’s Amendment 1 (dated 07/25/18) <br />provided additional loan and grant funding to cover cost overruns. An additional <br />loan of $3,699,000 and grant of $1,071,000 were added to the original <br />agreement. The low construction bid received was $8,531,814. <br /> <br />D. KEALAKEHE WWTP EFFLUENT R-1 UPGRADE: <br />• The Archaeological Inventory Survey (AIS) that is required by SHPD is proceeding. <br />The AIS report to SHPD was completed in early December 2019. SHPD required <br />a 30-day consultation period due to cultural sites that were identified. The 30- <br />day consultation period was extended because of comments received by DLNR’s <br />Historic Trails branch. The findings from the 30-day consultation period have <br />been incorporated into the AIS. The completed AIS was submitted to SHPD on <br />03/20/20. SHPD’s review comments were received 07/08/20. The AIS will be <br />revised and resubmitted by early January 2021. The anticipated EIS schedule is <br />the following: <br />13 <br /> <br />
