AU: Thank you Mr. Chair. Thank you, Terry for answering my question, I'm just going to go
right into it since Mr. Dietrick and Mr. Inouye are here, you guys are specifically here to give us
more details or answer our questions regarding the tower. This Special permit was approved in
2009 which was thirteen (13)years ago so, in 13 years in the technology world that's a lifetime
that's like a hundred (100) years. I mean technology has advanced exponentially 13 years ago
so, can you just tell me just really briefly you don't have to get into the technicalities the
differences between the original tower design to what the new tower designs right now. I
understand it's going to benefit the community and I just want to get a better sense of what's
going on with this tower.
DIETRICK: I'll be happy to answer that question. The timing of the building of this tower it's a
very good timing. The County is just embarking on an upgrade of the existing communication
network. So, you are correct the technology that's currently existing on the public safety
network for backhaul is approximately 13 years old and starting this year there will be an effort
to upgrade that to the latest technology. So, adding in the tower for the new facility it will
basically have the same upgraded equipment with higher bandwidth and higher reliability.
AU: Thank you.
REPLOGLE: Commissioner Clarkson?
CLARKSON: I have a question.
REPLOGLE: Yes, Commissioner Clarkson?
CLARKSON: Yes, this is for Mr. Dietrick.
DIETRICK: Yes.
CLARKSON: I'm confused now, you indicated that painting the antennas does not affect their
performance yet there was some objection to painting the antennas as part of Condition 6. Can
you explain why that objection exists is it just a matter of cost or convenience or for what?
REPLOGLE: I believe you are muted Mr. Dietrick.
DIETRICK: Sorry about that yes.
REPLOGLE: Okay.
DIETRICK: It's primarily a matter of cost and convenience. Most antenna manufacturers don't
recommend painting the antennas mainly because it provides no real benefit and it just becomes
an issue that has to be maintained over multiple periods of time. The way they are manufactured
generally they are not subject to corrosion and that type of degradation like the tower steel can be
sometimes.
7
EXHIBIT B
