+ Encourage large landowners to make agricultural lands available for <br /> agriculture. <br /> In view of the foregoing goals, policies, and courses of action,the requested <br /> zoning would not only be consistent with the General Plan LUPAG map <br /> designations of Extensive Agricultural and Important Agricultural Land <br /> designations of the LUPAG map,but its goals,policies, and objectives. <br /> It would be compatible with the surrounding area. There are agriculturally <br /> zoned properties adjacent and proximate to the subject site. The project <br /> would still maintain the agricultural character of this general area, albeit in a <br /> more intensive manner. <br /> The soil of the site is classified "C" or fair. The project will result in the <br /> further development of the site's agricultural resource and its eventual <br /> productive agricultural uses. This project should thus result in the more <br /> intensive agricultural use of the site. <br /> The property has no severe topographic or geologic problems that would <br /> render the land unusable for the proposed subdivision and activity. <br /> C. Granting of the time extension would not be contrary to the original reasons <br /> for the granting of the change of zone. <br /> The reasons for approving the rezoning of this site were articulated in the <br /> Planning Commission's recommendation to the County Council (Exhibit F). <br /> The reasons, in summary, and their relationship to the present, included: <br /> Consistency with the County General Plan LUPAG map and Goals and <br /> Policies. <br /> • Furtherance of the goal in making the property more conducive for small <br /> scale agricultural uses, especially for family members. <br /> • Consistency with the South Kohala Community Development Plan <br /> • Fostering appropriate land use pattern in this area <br /> ■ Not burdening public agencies to provide utilities and services to the <br /> property <br /> ■ Consistency with the Coastal Zone Management <br /> It is thus maintained that the reasons used to support the existing A-5a zoning <br /> still apply to the requested time extension. The request is also consistent with <br /> the concurrency provision outlined in Section 25-2-46. <br /> 8 <br />
