Environmental Assessment <br />Determinations and Compliance Findings for HUD -assisted Projects <br />24 CFR Part 58 <br />West Kawili Street SeniorNeteran Housing <br />were identified during ETC's site <br />reconnaissance. " <br />Although the assessment identified "one <br />Comprehensive Environmental Response, <br />Compensation, and Liability Information System <br />(CERCLIS) No Further Remedial Action Planned <br />(NFRAP) site, one Federal Resource <br />Conservation and Recovery Act (RCRA) <br />Generator site, twenty-four State Hazardous <br />Waste Sites (SHWS), four Leaking Underground <br />Storage Tank (LUST) sites, one Underground <br />Storage Tank (UST) site, and nine unmappable <br />orphan sites within the specified radii of the <br />Subject Property; based on ETC s database <br />review, none of these facilities were considered <br />RECs for the Subject Property. " Therefore, the <br />project team has concluded that no toxic, <br />hazardous, or radioactive substances that could <br />affect the health and safety of the project <br />occupants or conflict with the intended use of the <br />property were identified on the site. A subsequent <br />investigation of historical land uses and the site <br />vicinity as part of the Phase I ESA was also <br />consistent with this finding. Thus, the project is in <br />compliance with this section. See enclosed Phase <br />I ESA report. <br />Endangered Species Yes No Based on consultation with the USFWS and <br />Endangered Species Act of 1973, ® ❑ the proposed project action, along with the <br />particularly section 7; 50 CFR proposed avoidance and minimization <br />Part 402 measures to be implemented as recommended <br />by the Service, adverse effects to the species <br />listed below are discountable. The USFWS <br />has concurred with the RE's determination <br />that the proposed action may affect, but is not <br />likely to adversely affect the Hawaiian hoary <br />bat, Hawaiian goose, Hawaiian petrel, <br />Newell's shearwater, and band-rumped <br />storm petrel. <br />The Hawaiian hawk (Buteo solitarius), a <br />species that was recently removed from the <br />federal list of threatened and endangered <br />species, continues to be State -listed as <br />endangered under HRS 195-D.
