Environmental Assessment <br />Determinations and Compliance Findings for HUD -assisted Projects <br />24 CFR Part 58 <br />West Kawili Street SeniorNeteran Housing <br />recommended by USFWSfor this and other <br />listed species mentioned above, as well as <br />recommended biosecurity measures (see <br />mitigation chart below and enclosed <br />consultations in Exhibit G) will be <br />implemented. <br />Taking these measures into consideration, the <br />project complies with ESA requirements. <br />Explosive and Flammable <br />Yes No <br />An analysis of the volcanic zone the project site is <br />HazardsEl <br />® <br />located within found the risk level to be in <br />compliance with HUD's requirements (see <br />24 CFR Part 51 Subpart C <br />attached volcanic zone map and HUD guidance). <br />The project site is also not located within a FUDS <br />site (see FUDS map in Exhibit H). <br />During afield inspection of the site as part of a <br />Phase I Environmental Site Assessment, a visual <br />inspection for the presence of USTs or <br />aboveground storage tanks (ASTs) was <br />conducted. No visual evidence (i.e. vent or fill <br />pipes, dispensers, etc.) of the presence of USTs or <br />ASTs was observed (see Phase I Site Assessment <br />in Exhibit F). <br />In the absence of a state or county database for <br />ASTs, satellite imagery was utilized to check the <br />area surrounding the project site was searched <br />for visual evidence ofASTs within the site <br />vicinity. Only one AST was found in the vicinity, <br />located adjacent to the Hawai `i State Agriculture <br />Office, 1,939 feet (0.367 miles) away. After an <br />unsuccessful effort to contact the county fire <br />department (correspondence inquiry was <br />unanswered), satellite tools were used to measure <br />the width (5.75m) and length ( 6m) of the AST, <br />and the Acceptable Separation Distance (ASD) <br />was calculated at 346.42fi for people; 64.56ft for <br />buildings. The AST's 1,939 foot distance fi•om the <br />site surpasses this minimum distance and satisfies <br />the ASD.
