Environmental Assessment Determinations and Compliance Findings for HUD -assisted Projects 24 CFR Part 58 West Kawili Street SeniorNeteran Housing Farmland Protection Policy Act previously undeveloped lot within an established of 1981, particularly sections residential neighborhood. 1504(b) and 1541; 7 CFR Part 658 The State ofHawai'i classifies land through the Agricultural Lands oflmportance to the State of Hawai'i (ALISH) system and Land Bureau System (LSB), which serve to identify all lands suitable for agricultural uses. The proposed project is not located within an area designated as 'Prime' or any other classification offarmable land by the ALISH or LSB rating systems (see ALISH and LSB maps attached). Given its unclassified status, and its location within a developed neighborhood which is not suitable for agricultural production, the project is in compliance with the Farmland Protection Policy Act. See Exhibit I. Floodplain Management Yes No The proposed project is located in the FEMA - El ® designated flood zone area X, which is Executive Order 11988, determined to be outside ofthe 500 year (0.2% particularly section 2(a); 24 CFR annual chance) floodplain. Please see attached Part 55 FHA (Flood Hazard Assessment Tool) Report of FEMA FIRMpanel 1551660904F (September 29, 2017) for reference in Exhibit J. Therefore, the project does not occur in a Special Flood Hazard Area, and is in compliance with Executive Order 11988 and this section. Historic Preservation Yes No The proposed project is located on an empty ❑ ® lot on the eastern side of the Island of National Historic Preservation Hawai `i in the area historically known as the Act of 1966, particularly sections 106 and 110; 36 CFR Part 800 Waidkea Cane Lots. The APE has been subject to two Archaeological Inventory Surveys (AIS) and a Data Recovery effort. The first AIS occurred in November of 1993 when Paul H. Rosendahl Ph.D., Inc. surveyed the southern portion of the current APE, which at that time was identified as a portion of TMK: (3) 2-4-057:001. The above AIS and Data Recovery work was reviewed and accepted by the SHPD, and subsequently the County of Hawai `i issued grubbing and grading permits for the subject property, thus any surface remains of the previously identified sites have likely been eliminated.
