Environmental Assessment <br />Determinations and Compliance Findings for HUD -assisted Projects <br />24 CFR Part 58 <br />West Kawili Street SeniorNeteran Housing <br />Farmland Protection Policy Act <br />previously undeveloped lot within an established <br />of 1981, particularly sections <br />residential neighborhood. <br />1504(b) and 1541; 7 CFR Part <br />658 <br />The State ofHawai'i classifies land through the <br />Agricultural Lands oflmportance to the State of <br />Hawai'i (ALISH) system and Land Bureau System <br />(LSB), which serve to identify all lands suitable <br />for agricultural uses. The proposed project is not <br />located within an area designated as 'Prime' or <br />any other classification offarmable land by the <br />ALISH or LSB rating systems (see ALISH and <br />LSB maps attached). Given its unclassified status, <br />and its location within a developed neighborhood <br />which is not suitable for agricultural production, <br />the project is in compliance with the Farmland <br />Protection Policy Act. See Exhibit I. <br />Floodplain Management <br />Yes No <br />The proposed project is located in the FEMA - <br />El ® <br />designated flood zone area X, which is <br />Executive Order 11988, <br />determined to be outside ofthe 500 year (0.2% <br />particularly section 2(a); 24 CFR <br />annual chance) floodplain. Please see attached <br />Part 55 <br />FHA (Flood Hazard Assessment Tool) Report of <br />FEMA FIRMpanel 1551660904F (September 29, <br />2017) for reference in Exhibit J. Therefore, the <br />project does not occur in a Special Flood Hazard <br />Area, and is in compliance with Executive Order <br />11988 and this section. <br />Historic Preservation <br />Yes No <br />The proposed project is located on an empty <br />❑ ® <br />lot on the eastern side of the Island of <br />National Historic Preservation <br />Hawai `i in the area historically known as the <br />Act of 1966, particularly sections <br />106 and 110; 36 CFR Part 800 <br />Waidkea Cane Lots. The APE has been <br />subject to two Archaeological Inventory <br />Surveys (AIS) and a Data Recovery effort. <br />The first AIS occurred in November of 1993 <br />when Paul H. Rosendahl Ph.D., Inc. <br />surveyed the southern portion of the current <br />APE, which at that time was identified as a <br />portion of TMK: (3) 2-4-057:001. <br />The above AIS and Data Recovery work was <br />reviewed and accepted by the SHPD, and <br />subsequently the County of Hawai `i issued <br />grubbing and grading permits for the subject <br />property, thus any surface remains of the <br />previously identified sites have likely been <br />eliminated.
