person who is, who is, you know they may have a place in Ocean View and they may be happy <br />living there. What you€re taking off the road is the next person because although some of these <br />jobs actually are going begging right now, you know sooner or later the jobs will they€ll find <br />people to fill them. But they€re going to be coming from some place. So, if you put people right <br />there and I€m giving you the most ideal scenario here. This is a person who is right here. But <br />there are a lot of people like that and most of them if you didn€t have say what they call <br />Hamburger Hill in Kailua. You know there€s a lot of affordable housing in there and people <br />come out of there and they work in the immediate area, a lot of them do and they€re not on the <br />highway. So that€s the idea behind bringing people closer to the job areas is that sure you€re <br />(inaudible) you€re, you have a car that€s in the central part of the town and it€s circulating in <br />there but you€re taking them off of 40, 50 miles of other highway that otherwise they€re going to <br />be congesting as well. <br />SPRINGER:Thank you. <br />ALAMEDA:Any follow up again Commissioner Springer? Thank you very much. <br />GRAHAM:Okay. <br />ALAMEDA:You stand corrected. <br />SIRACUSA:And, second of all I believe it was Mr. Gimpel who brought it up in his <br />last testimony that so the guy moves from Ocean View into this development. Then somebody <br />else moves into his house in Ocean View and hasto travel the same road into Kailua Kona to-. <br />So, I mean I don€t think you€re really reducingthe traffic. My concern is that we€re and I€m <br />really conflicted here because I€m a supporter of affordable housing. I know that if I were to go <br />out and try to buy a house right now there€s no way I could afford to do it, I€d be living on the <br />beach and then you€d kick me out for living under blue tarps. So, at the same time you know I <br />feel that here we have these other developments that haven€t been built yet, the Suffolk and the <br />Pua€a. We have all the existing traffic and this is going to add to it. And yet we€re putting off a <br />TIAR and I don€t understand why we can€t have a TIAR, which will also look at the cumulative <br />impacts of what€s going to be built not just what€s on the ground at this very moment. So that <br />we can make a much more informed decision. That€s where I feel very uncomfortable. I feel <br />that I don€t have all the information at my fingertips that I feel I should have in order to <br />unconflict myself on this. <br />ALAMEDA:Would you like to phrase that in a question or is that pretty much your <br />statement? <br />SIRACUSA:Well I would like to ask either the Director or Mr. Emler why they feel <br />that, what€s the problem, why can€t we have a TIAR before the fact? <br />EXHIBIT A <br />10 <br /> <br />
