KIMBALL: Yeah, they have been pretty extensive in terms of us understanding what their <br /> capacities are with their ability is to help support the commercial side with either subsidies or <br /> rebates, or you know the Make Ready Program as mentioned. I will also just say that, as part of <br /> farming this out, I did share it with all what we have five Chambers of Commerce on Hawaii <br /> Island. I only received feedback from the Japanese Chambers of Commerce which supported the <br /> bill from the standpoint of where it enforced the HRS. They felt like the expansion beyond the <br /> HRS, which is that stepped up increased chargers per unit. They did not support that. <br /> So, they support the basic underlying bill, but they did not accept our expansion. Just to from a <br /> legal standpoint, the Council does have the legal authority to be more preemptive than HRS, so <br /> we are legally allowed to do that with new infrastructure, and new laws. The aggregation <br /> provision that's a privilege provided by the HRS, and the Council does not have authority to take <br /> away a privilege, and that is why we had to eliminate that one statement from the bill and add <br /> that exemption. So, it went a little bit beyond what you were asking, but just to directly answer <br /> the questions that we have had quite a bit of involvement and Jen Zelko would have been here <br /> today, but she had a commitment at another meeting. <br /> AU: Okay, well, thank you for that. Moving forward I think that would be a huge question on <br /> where HELCO stands on this. So, Commissioners, if you guys have no further questions. I'm <br /> sure we all have things that we want to discuss so before we get into the discussion if there are <br /> no more questions. I'm ready to entertain a motion. Well, first let's go well actually I'm going <br /> to make the motion. I would like to make a motion, but I want to ask all my fellow <br /> Commissioners do you have any more questions for staff or for Councilwoman Kimball or Noel? <br /> Go ahead Commissioner Daniele. <br /> DANIELE: Yeah, one quick question. This is a little bit more technical or when you get up to <br /> let's say 8 stalls or 8 plugs. Is it one charging station per stall or can there be one charging <br /> station servicing multiple stalls? <br /> KIMBALL: So, actually the way it's been defined in the revisions, so this was not in the original <br /> bill it was an area where there was a lack of clarity. It is one stall per plug. Now a charger may <br /> have multiple plugs. So, you may have a scenario where we have a charger that has 4 plugs and <br /> those have got to be able to go out to 4 different stalls. So, it's not based on the charger but it's <br /> actually on the plugs and that was a revision we made for clarity. I've been working on this <br /> legislation for probably about nine months it's like birthing a child. And when you're so close to <br /> something everything's crystal clear to you, but then you have other people read it, then all of a <br /> sudden, it's like oh they don't understand that in the same way that I do. So that was one of the <br /> revisions suggested by the Planning Department that we were happy to accommodate to clarify. <br /> DANIELE: Thank you. <br /> AU: Okay, Commissioner Lin, you have a question? <br /> LIN: Yeah, I have one question for the Planning Department.
