ADDITIONAL CONSIDERATIONS <br />Personnel Requests <br />RECOMMENDATIONS: <br />1. Evaluate impact of adding new permanent positions. <br />2. Include HR review of Form B-52. <br />EVALUATION AND FINDINGS: <br />There should be more fiscally sound evaluation of the long-term need for new positions, which <br />add to the ever-increasing personnel costs, which is a major budget item. For example, several <br />new permit reviewer positions were recently approved to help reduce the immense permitting <br />backlog, even though the new EPIC system is taking hold. What will all these additional people <br />do once permits are reviewed and approved in a more acceptable, timely manner? Will they <br />continue to be efficiently utilized? Would not temporary employees conforming to collective <br />bargaining rules have been a better interim solution, especially when any new hiring will not <br />help for many months given the difficulty in rapidly hiring permanent employees (people don't <br />want to work, competition with other businesses, high cost of living, etc.)? <br />Department heads use Form B-52 — Request for Council Action — to ask for new or additional <br />resources.
