The proposed Orchidland Neighbors Community Complex will be located above <br />the area of traffic caused by the church, grocery/hardware, restaurants and gas <br />station currently in operation near Highway 130. <br />The Planned Orchidland Neighbors Community Complex will be built slightly <br />beyond the boundary shown for the Orchidland Neighborhood Village Center. It <br />will locate services, including distribution of emergency supplies, away from the <br />business center and the intersection of Orchidland Drive and Highway 130. <br />The proposed Orchidland Neighbors Community Complex will provide an <br />emergency service location which is in Lava Zone 3 and is not directly threatened <br />by lava flows. <br />D. Surrounding Zoning and Land Uses <br />Orchidland Estates is zoned for agricultural use (A-3a). <br />However, surrounding properties near the project site include residences and <br />small farms. There is an existing commercial strip with restaurants, convenience <br />store, gas station, general store, and a church near the intersection of Highway <br />130 and Orchidland Drive. Orchidland Neighbors Complex site is located about a <br />mile from these establishments. There is zero public infrastructure such as a <br />community center or emergency facility anywhere in this subdivision. <br />The granting of this request will promote the effectiveness and objectives of <br />Chapter 205, Hawaii Revised Statutes, as amended. This project will provide a <br />Orchidland Neighbors Complex, a General Goods and Agricultural Products Open <br />Market, which will include farm produce, and space for recreational activities for <br />residents of Orchidland Estates and surrounding communities. <br />The property use is not contrary to Chapter 205A, Coastal Zone Management. It <br />does not deny public access to scenic or open space resources, coastal view <br />planes or coastal ecosystems. <br />E. Flood Insurance Rate Map (FIRM) designation (contact Department <br />of Public Works — Engineering Division). <br />The property is designated as Category Zone X, which is the least likely to be <br />flooded. Therefore, no flood insurance would be necessary. The site is not <br />located within the flood zone areas of the subdivision. <br />9 <br />
