(b) Appropriate access to significant historic sites,buildings, and objects of public interest <br /> should be made available. <br /> Policies <br /> (c) Require both public and private developers of land to provide historical and <br /> archaeological surveys and cultural assessments, where appropriate,prior to the clearing <br /> or development of land when there are indications that the land under consideration has <br /> historical significance. <br /> (j) Develop a continuing program to evaluate the significance of historic sites. <br /> (m) All new historic sites placed on the State or Federal Register after the adoption of general <br /> plan shall be included in the General Plan. <br /> Discussion <br /> Improvements to the Property include: (1) a 480 square foot dwelling w/attached 560 sq ft <br /> garage built in 1973; (2) a 360 square foot garage built in 1955; (3) a 576 square foot utility shed <br /> built in 1992; and(4) a 576 square foot carport built in 1992. All but one structure is less than <br /> 50 years old. While the 360 square foot garage built in 1955 is over 50 years old, and therefore <br /> considered"historic property"under Hawaii Revised Statutes, Section 6E-2, the Property is not <br /> listed on the National or State Register of historic places, is not recognized or nominated for any <br /> historical significance, nor are Applicants interested in listing the Property as such. <br /> d. Land Use— General Overview <br /> The Property is located in the Urban District under the State Land Use Law established by the <br /> Land Use Commission. The General Plan generally defines these lands as those "in urban use <br /> with sufficient reserve to accommodate foreseeable growth", and which comprises <br /> approximately two per cent of the Island's total land area. General Plan, §14.1.1. <br /> The Land Use Pattern Allocation Guide (LUPAG) Map of the County General Plan designates <br /> the Property and the surrounding vicinity as Low Density Urban, defined as suitable for the <br /> following uses: Residential, with ancillary community and public uses, and neighborhood and <br /> convenience-type commercial uses, overall residential density may be up to six units per acre. <br /> Id. <br /> Goals <br /> (b) Designate and allocate land uses in appropriate proportions and mix and in keeping <br /> with the social, cultural, and physical environments of the County. <br /> (b) Protect and encourage the intensive and extensive utilization of the County's important <br /> agricultural lands. <br /> 9 <br />
