Mr. Bleck said after discussing the matter with the members of the church, they have agreed with <br />all of the proposed conditions. <br />Upon Commissioner Salavea’s inquiry, Mr. Wiles said their intent is to proceed expeditiously <br />with the completion of the project because of the need in the community. <br />Norman Manson’s written comment on the Commission’s sign-up sheet in support of the project <br />was read into the record by Mr. Darrow. <br />Richard Pound, member of the Waikoloa Baptist Church, noted 20 years ago Missionary Russell <br />Morris embarked on his dream for the church to serve the needs of the community, noting the <br />Waikoloa area has grown tremendously over the years. <br />It was moved by Commissioner Salavea and seconded by Commissioner Iwashita that the <br />request to amend Conditions 4 and 5, along with the deletion of Condition 12, of Use Permit No. <br />99 be approved as recommended by the Planning Director. A roll call vote was taken and <br />motion carried with six ayes (Salavea, Iwashita, Galdones, Graham, Rho, and Watanabe) and <br />three absent and excused (Alameda, McCall and Siracusa). <br />SPP 06-000028The Commission took this item up at 3:45 p.m. with <br />VICKIE L. CROSBY dba OCEAN VIEW FAMILY HEALTH CLINIC <br />(SPP 06-000028) <br />Special Permit to allow the establishment of a primary health care clinic within an existing single <br />family dwelling on approximately 1 acre of land situated within the State Land Use Agricultural <br />District. The property is located along the north side of Aloha Boulevard, approximately 385 <br />feet northeast of the Aloha Boulevard – Iolani Lane intersection, Hawaiian Ocean View Estates <br />Subdivision, Kahuku, Ka’u, Hawaii, TMK: 9-2-17: portion of 9. <br />Mr. Darrow oriented the Commission and members of the public of the subject and surrounding <br />properties on the location map and site plan, summarized the request and noted the Planning <br />Director recommended approval of the application with conditions. <br />The applicant Vickie L. Crosby, her husband Rick Crosby, and her attorney Steven Lim were in <br />attendance. <br />Mr. Lim spoke of the need for such a facility in the area, noting 300 signatures of support were <br />submitted into the record. He explained that they currently meet Department of Health standards <br />and that Phase 2 will trigger a review by that agency but that they will comply with whatever <br />requirements are imposed. He added that they are in agreement with the proposed condition to <br />install an additional 10,000-gallon reservoir to comply with fire-flow requirements meeting with <br />the approval of the Fire Department. <br />4 <br /> <br />
