There was a short discussion on Mr. Lim’s request to amend Condition 3 to allow a licensed <br />physician to dispense narcotic drugs while the clinic is open. In response to Commission’s <br />concern, Mr. Lim clarified that the drugs will not be stored at the clinic. Director Yuen <br />suggested the wording to amend the condition. <br />Upon Commissioner Graham’s comment, Mr. Darrow agree that on page 3, subsection (B) <br />should include the word “not” between the words “would” and “adversely.” <br />For Commissioner Salavea’s information, Ms. Crosby explained that she is licensed with the <br />State of Hawaii and also certified by National Board of American Academy of Nurse <br />Practitioners as a family nurse practitioner. She said she has been trained to do basic family <br />health care, which includes such chronic problems like diabetes, hypertension, asthma, and <br />noting she also does well checks for men, women and children. She added that if problems arise <br />where more in-depth examinations are required, she refers her patients to a medical doctor in <br />Kealakekua. <br />There was no one from the public wishing to testify on this agenda item. <br />It was moved by Commissioner Salavea and seconded by Commissioner Graham that the request <br />be approved as recommended by the Planning Director with page 3, subsection (B), first <br />sentence of the recommendation amended to read, “The desired use would not adversely affect <br />surrounding properties;” and Condition 3 amended to read, “The clinic shall not allow patients to <br />stay overnight and there shall be no narcotic drugs stored at the clinic, or dispensed at the clinic <br />except by a licensed physician.” A roll call vote was taken and motion carried with six ayes <br />(Salavea, Graham, Galdones, Iwashita, Rho and Watanabe) and three absent and excused <br />(Alameda, McCall and Siracusa). <br />USE 06-000004The Commission took this item up at 4:05 p.m. with <br />A HUI HOU TRIBUTE approximately 11 people from the public in attendance. <br />CENTER, INC. <br />KAILUA VILLAGE, <br />NORTH KONA <br />APPLICANT: A HUI HOU TRIBUTE CENTER, INC.
