Hawaii Police Commission <br /> Special Meeting Minutes <br /> December 12, 2022 <br /> Page 18 <br /> • Vice Chair Brown asked what is your level of experience in dealing with budgetary <br /> issues, policy issues (changing, deleting, or initiating new policy changes), crisis <br /> management, and interacting and cooperating with multi-government agencies. <br /> ➢ Benjamin Moszkowicz stated that at the Honolulu Police Department, we have <br /> a little over $330 million a year budget, and as a division commander, he's <br /> directly responsible for a chunk of that. He's worked in divisions where he's <br /> been responsible for millions of dollars worth of equipment purchases, and <br /> with that comes the requirement to be able to collaborate and cooperate with <br /> the department of budget and fiscal services. HPD is designated as its own <br /> little sub-purchasing unit, but anything over $25,000 they have to go to the <br /> city. He imagines it's similar here because the procurement laws are similar for <br /> the state. As far as policy issues, when he was assigned to the information <br /> technology division at HPD, in addition to handling infrastructure software and <br /> computer stuff, they handled and he was responsible for policies, changing, <br /> amending, and writing policies. They have research analysts who help them <br /> craft policies. At HPD they farm out all the department's policies to <br /> commanders, he has a lot of experience in issuing, changing, and deleting old <br /> policies and making sure those policies interact well with each other and that <br /> they reference the appropriate rules. In regard to crisis management, he had <br /> the unique opportunity earlier in his career to be a part of the APEC Planning <br /> Group, so in 2010-2011 they devoted a team of about eight officers to <br /> planning for this major event. They had 21 visiting heads of state; China, <br /> Russia, and the United States. They had a little over 14 months to plan for this <br /> and he was able to work with this team of people and was named HPD's <br /> Officer of the Year based on the management and planning skills that he <br /> demonstrated during this process. Regarding interacting and cooperating with <br /> multiple government agencies, one of the unique aspects of being in a large <br /> police department, is each division is of significant size, and that allows them a <br /> bit of autonomy to interact with state, county, and federal agencies and be <br /> able to effect actual change because they have a lot of resources that can <br /> help bring into collaborative partnerships. In his traffic role, on a daily if not <br /> weekly basis talking to the department of transportation services, budget and <br /> fiscal services, and department of facility maintenance. <br /> ➢ Edward Ignacio stated it was funny that they were talking about CALEA, in the <br /> federal agency, they have CALEA, he was actually in the CALEA <br /> implementation unit, Communications Assistance for Law Enforcement ACT. <br /> He was in the unit that was responsible for a $400 million budget, they had to <br /> ensure that carriers across the country were complying with law enforcement <br /> requests to adhere to subpoenas, phone numbers, and tracking. They dealt <br /> directly with congress and ensured that the country was compliant with that. <br /> Along with the officers, making sure they do subpoenas and services within <br /> the law. He led a team of scientists that were going out and testing all the <br />
