thatcrosses and a number of people have their coffee farms in that area; and Mr. Leonard is <br />pointing that out on the map here. <br />Why dont you point out, just on the map here, point out Road A, the Main Cane Haul Road for <br />the Commissioners. Yes. And that road, that road leads into Pahala on the right-hand side, and <br />it continues on and goes actually to Naalehu on the left-hand side. Some people know this as <br />Kalaiki Road. Road B goes mauka from Road A and crosses Moaula Gulch right about where <br />Mr. Leonard is pointing right now. And then the way theyve labeled it on the map, their main <br />change is to Road F; and thats the reason for this change here on Condition X. <br />Condition X-1 -. Okay, Condition, Condition X-1 is actually a standard item. Generally if you <br />have a rezoning that leads to a subdivision or you have a subdivision, part of the subdivision is <br />that you have to make these improvements in order to get to the point where you can, you can <br />actually sell the lots to people; thats called Final Subdivision Approval. That, that point, and the <br />reasonisthattheCounty,ofcourse,doesntwantpeoplegetting,buyinglotsinsubdivisions <br />where the roads and other improvements have not been put in and theres no guarantee that they <br />will be put in. As a standard matter the subdivider can either build the improvements or bond <br />them, and a bond is posting of security that the improvements will be done. So this, to put this in <br />the ordinance would be, is fine; and Im okay with that. We would have to look at the actual <br />wording of this. We have a standard wording for the condition. Id have, I just have to make <br />sure that this worded as the same as the standard condition that we have like this. <br />ALAMEDA:Thank you. Any response? <br />LEONARD:No, were in full agreement and, in terms of that additional language for <br />Condition N in terms of that road meeting the approval of the Planning Director in consultation <br />with the Department of Public Works. So with those changes, were in full agreement with the, <br />with the recommended conditions. <br />If its appropriate, at this time, wed like to give you a little bit of background if we could about <br />the process that has been followed in terms of getting to what has been presented to you, if, if it <br />meets your pleasure. <br />ALAMEDA:Sure. <br />LEONARD: And Id like to turn it over to Peter Savio who can give you some <br />background on, on the work that theyve been doing with the community. <br />ALAMEDA:Mr. Savio. <br />SAVIO:Thank you. Again, just so everybody understands, when I came to Pahala, <br />its probably about three years ago, and I came what amounts to a blank sheet of paper and asked <br />the community what they wanted.
