GALDONES:Thank you, Mr. Chairman. Mr. Mooers, Condition No. 15, the testifier <br />had raised some concerns about the three public parking spaces. <br />MOOERS:Yes. <br />GALDONES:Is there any kind of rule of thumb thats being followed here to determine <br />how many spaces should be provided, and do you have any history of how many people usually <br />go through there, whether minimum three would be sufficient, minimum three stalls? <br />MOOERS:Well, right now there is nobody going through there. I would point out <br />that to the south of this project is the Kona Waterfront Project and on that south end there is a <br />parking lot there; and Im not sure the number of parking stalls in that lot. I think its probably, <br />what, 10 or 15. And I have never, I go by there quite often when Im riding my bike and I have <br />never seen that parking lot full. And so thats immediately adjacent to this existing project. <br />As far as the standard, thats probably a question for Mr. Yuen. I dont know why three, not <br />four, not two, why any. I dont know where that number came from. <br />GALDONES:Mr. Mooers, is it your intent to provide three or are you planning to <br />develop more than three? <br />MOOERS:Well, theres adequate room there. I think that the intention would be to <br />build the three; and if it became a problem where theres three and people are parking outside to <br />the road, then theyd probably have to be accommodated. But I, you know, I dont see the use of <br />that area as being that excessive, just not my experience; and like I say I go by there nearly every <br />day and Ive never seen the existing parking not have more than one or two cars there. <br />ALAMEDA:Mr. Director? <br />YUEN:As far as rule of thumb or normal, during the 1990s most of the SMA <br />Permits would have one to ten ratio, one parking per ten developed units. I dont think thats <br />enough, and a lot of it would depend on the kind of location. And this is not a high intensity use <br />location and theres not a sandy beach there. Its a beautiful area, Im sure people like to go <br />there and fish, or just to go down to the water. So thats where given that they are developing 11 <br />lots we came up with three as a recommendation. There is a parking area immediately to the <br />adjacent subdivision. And my expectation would be if the property thats to the north ever came <br />in for an SMA Permit there would be additional parking required there. <br />ALAMEDA:I see your hand up, Mr. Sacher, but, sorry, we cannot backtrack on <br />testimonies. Mr. Mooers, do you have any additional -? <br />MOOERS:No,Mr.Chairman. <br />ALAMEDA:FellowCommissioners,doyouhaveanyotherthoughts? <br />WATANABE:JustmyquestionwouldbetoMr.Graham.Areyoucomfortableordowe <br />need to modify this viewplane issue any further? <br />GRAHAM:Well, Im reasonably comfortable, Im certainly not totally satisfied; but I <br />dontknowwhereelsetogowiththeviewplaneissueotherthanwhatwediscussed. <br />14 <br /> <br />
