The area involved includes the former Hilo Coast Processing Mill complex and <br />surrounding former sugar cane lands at Pepeekeo, South Hilo, Hawaii, TMK: 2-8-07: <br />portions of 1 and 53. <br />(SEE EXHIBIT A) <br />REZ 03-016The Commission took this item up at 12:10 p.m. with <br />STATE OF HAWAII approximately 6 people from the public in attendance. <br />DEPARTMENT OF LAND <br />& NATURAL RESOURCES <br />WAIAKEA, <br />SOUTH HILO <br />APPLICANT: STATE OF HAWAII DEPARTMENT OF LAND AND <br />NATURAL RESOURCES (REZ 03-016) <br />Application for a change of zone for 2.847 acres of land from a Single Family Residential <br />(RS-10) to an Industrial Î Commercial Mixed (MCX Î 20) district. The property is <br />located at the southwest corner of Kanoelehua Avenue and Kekuanaoa Avenue, Waiakea, <br />South Hilo, Hawaii, TMK: 2-2-37:41. <br />Mr. Darrow oriented the Commission and public of the subject and surrounding <br />properties on the location map and site plan, summarized the request and noted the <br />Planning Director recommended approval of the application with conditions. He said <br />additional correspondences received into the record were from the State Department of <br />Transportation and from the applicant requesting revisions to Conditions B and D. He <br />then read into the record Conditions B and D, as amended. <br />In response to Commissioner SpringerÓs inquiry, Mr. Darrow noted that if the applicant <br />decides to go forward with right-turn in only, they will have to meet with the approval of <br />the State DOT who may require them to submit a traffic impact an <br />The applicantÓs representatives, Brian Nishimura and Harry Yada, were in attendance. <br />Mr. Nishimura stated the proposed conditions, with changes, were acceptable to the <br />applicant. <br />There was no one from the public wishing to testify on this agen <br />It was moved by Commissioner Kubota and seconded by Commissioner Fujikawa to send <br />a favorable recommendation to the County Council based on and incorporating the <br />Planning DepartmentÓs background report and recommendation, with the following <br />amended conditions. <br />B.The required water commitment payment shall be submitted to th <br />Department of Water Supply in accordance with its "Water Commitm <br />Guidelines Policy" prior to Final Plan Approval for the proposed <br />development(s).
