Madam Chair, I need to collect my thoughts, <br />someone else has questions. <br />GIFFIN:Fine. And you may interrupt at any time. Mr. Togashi. <br />TOGASHI:I have recollected. Anyway, I do want to ask, how would you <br />characterize your aims versus the aims or the overall goal of the State Historic <br />Preservation Division? Are the aims virtually the same or different? <br />RECHTMAN:I'm not sure I understand the question. <br />TOGASHI:I guess the objectives of what the State Historic Preservation <br />Division, their objectives or goals, would you say that your, in your profession as an <br />archaeologist, would they be, these, would their aims be synonymous with yours? <br />RECHTMAN:The, I'll try to answer that as best as I can. The State Historic <br />Preservation Division operates under a set of rules, albeit draft rules, that govern them as <br />a regulatory agency. And my work as a consultant is to keep my client in compliance <br />with the rules of regulatory agencies, whether it be Historic Preservation rules, which <br />again are draft, but those are Rules 205, 6(e) law, Chapter 6(e) State law. So my aim is, <br />there's no agenda to my aim. My aim is to have the client, in this case the Applicant for <br />this project, comply with those laws as best as he can. And whether he, you know -. The <br />outcome of that depends on the resource that's there. So I give him guidance within the <br />parameters of the regulations and the laws. <br />27 <br /> <br />
