Notwithstanding the above, the General Plan LUPAG map <br /> designates this area for Low Density Urban. The existing <br /> Family Agricultural zoning with its 2-acre sized lots would <br /> hence implement not only this but also the goals of the CDP. <br /> It should be noted that the FA-2a zoning was approved to <br /> help implement the Special Permit; yet if the uses envisioned <br /> by the Special Permit do not materialize, the lots can be <br /> used for Family Agricultural purposes, which would be in line <br /> with the Plan. <br /> 2. Agriculture and Economic Development <br /> The subject site, while zoned Agriculture, has not been used <br /> intensive agriculture for nearly 50 years. Instead, it has <br /> been left fallow. Nevertheless, the smaller lots — it the <br /> brewery and related uses do not materialize -would enable <br /> small scale and backyard type of farming and other <br /> diversified agricultural opportunities. As such, the 2-acre <br /> lots should not have an adverse impact on the agriculture <br /> industry. <br /> 3. Social Services and Housing <br /> As this is not a housing project per se, this section is not <br /> really applicable. Indirectly, however, by having the three (3) <br /> lots and if the brewery does not materialize, there is potential <br /> for an increase in the inventory of lots in this area and that <br /> could help, in a small way, the housing situation. <br /> At the same time, by making the proposed brewery and <br /> related facilities more feasible with the smaller lots - should <br /> the brewery develop -, there would be greater employment <br /> opportunities in an area that would be proximate to Keaau <br /> and the immediately surrounding area. That would help <br /> reduce commuting time and expenses. In that regard, it <br /> could afford employees and employers to devote more time <br /> to their families and the community. <br /> 4. Public Safety and Sanitation Services <br /> The subject site is located in an area where basic <br /> infrastructure is available. Public cost to extend these <br /> needed infrastructures would thus be minimal, if at all. <br /> 10 <br />
