The project does not front any of the major highways and the <br /> projected volume of traffic is negligible. <br /> 5. Non-Motorized Travel and Scenic Byways <br /> The subject site is not part of any proposed non-motorized <br /> travel area, such as a bikeway. There are also no known <br /> trails within the subject site. Accordingly, the project would <br /> not be incongruous with this element. <br /> Based on the above, it is concluded that the project is still <br /> consistent with the Puna CDP as well as the GP LUPAG map. <br /> 5. Zoning and Subdivision <br /> The designated zoning of the site is FA-2a. The requirements <br /> of the subdivision code have been complied with, resulting in <br /> receipt of final subdivision approval. The zoning and related <br /> standards (including the Special Permit) will be complied with in <br /> conjunction with the building permit process. <br /> 6. Coastal Zone Management <br /> The site is not located within the County Special Management <br /> Area (SMA). As such, no SMA Use Permit would be required. <br /> However, as the entire island falls within the State Coastal Zone <br /> Management (CZM) Area, some discussion of the request's <br /> relationship to the CZM Program follows. <br /> The site is not adjacent to the ocean. It is more than three (3) <br /> miles from the shoreline. As such, the proposed action should <br /> not have any adverse impacts on the area's coastal <br /> recreational and marine resources nor have any impacts on <br /> beach protection. <br /> The likelihood of this improvement having any impacts to the <br /> area's historic resources is not likely_ The site has been <br /> extensively cleared, as it was used formerly for sugar cane and <br /> later as a cattle-holding pen. A good portion of the site has also <br /> been developed with structures and other improvements. <br /> Nonetheless, should there be any inadvertent finds during <br /> construction of this project, work will stop until clearances are <br /> received from the appropriate County and State agencies. <br /> 12 <br />
