Historical and Cultural Resources <br /> As area of the proposed improvements are fully improved, there should <br /> be no archaeological features on the site_ Further, improvements <br /> would consist largely of signage and other portable self-operated gate <br /> controls_ <br /> However, because of the parking site's proximity to the Village core, it <br /> can be conveniently accessed to people visiting historical cultural <br /> features within the Village, such as the Mokuaikaua Church or Hulihee <br /> Palace- <br /> C. Scenic and Open Space Resources <br /> As noted earlier, the improvements already exist. As such, there <br /> should be no significant change to the coastal view plane. Please also <br /> note that the shoreline is not readily visible from the subject site, as <br /> there are intervening structures. As such, the request will have little, if <br /> any, visual coastal view plane impacts. <br /> D. Coastal Ecosystem <br /> The proposed improvements should not generate any adverse impacts <br /> to the area's coastal ecosystem. There will be no improvements that <br /> would generate additional runoff. Further, the site is situated over 500 <br /> feet from the shoreline, and any direct interaction between the <br /> proposed improvements and the coastal water should be barely <br /> existent, if at all- <br /> F. Economic Uses <br /> VWL,i the greater use of this parking area by the general public, it <br /> should help out some of the smaller businesses in this area. Under a <br /> controlled environment, the general public would be more inclined to <br /> use the parking as a base to do its shopping, picking up their lunches, <br /> and so forth. In so doing, businesses could find this to be of value. <br /> F. Coastal Hazards <br /> Although the site is designated "X" on the Flood Insurance Rate map, it <br /> still falls within the Civil Defense Tsunami Evacuation Zone. The <br /> proposed amendment should not change existing uses. With the <br /> advance early warning systems, those who park here should have <br />
