The area where my property is <br />located in is not a critical resource for recreational opportunities, as it is not a <br />coastal property nor identified in the CPD as an area necessary for future <br />recreational purposes. <br />e. Direct future growth patterns toward compact villages, preserving Puna's <br />rural, diverse and historical character <br />The location of my property is considered Kurtistown, which is between <br />Kea'au and Ainaloa. It is also midway between Hilo and Volcano. As such, this <br />endeavor would be consistent with this principle. <br />f. Provide infrastructure and essential facilities consistent with growth. <br />The basic infrastructure, such as access and water, to support the B&B <br />already exists and has sufficed for the past 9 years, being run as a hosted <br />STVR. <br />g. Encourage a diverse and vibrant economy emphasizing agriculture and <br />sustainable economies. <br />The Land Study Bureau Overall Master Productivity Rating for the area where <br />my property exists shows "C" as being the closest proximity classification. <br />This area is considered fair which denotes soil that is moderately deep, fine <br />soil material. The color is very dark brown and the parent material is volcanic <br />ash, with outcrops of Pahoehoe. This type of soil is well drained and very <br />poorly suited for machine tillability. <br />My property has a combination of dark soil and blue lava rock, with areas of <br />Pahoehoe. <br />h. Promote effective governance. <br />This principle is not applicable. <br />The CDP also discusses strategies for the "enhancement" of the agricultural <br />industry in Puna. The requested use would be consistent with two of these <br />strategies <br />I would like to make a point about this because I feel strongly about it. <br />Running a B&B would not diminish the agricultural aspect of my property, in <br />fact, quite the contrary!
