Summarized all monitoring <br /> activities at the site. <br /> E2 reviewed historical documents and project files <br /> for the Kona Landfill available from the County of <br /> Hawaii and the State regulatory agencies to help <br /> identify potential measures that could be taken to <br /> control and minimize burning/smoldering areas at <br /> the landfill. E2 prepared a written summary of <br /> historical and environmental activities and <br /> provided a basis for recommendations for fire <br /> management options. E2 conducted an annual <br /> Infrared Survey to compare with landfill gas <br /> monitoring data to evaluate the subsurface <br /> condition at the landfills. E2 conducted bi-monthly <br /> site visits to inspect the Kona landfill surface for <br /> new depressions, fissures, sinkholes, odor, smoke, <br /> and dead vegetation; and to document the overall <br /> conditions at the landfill. E2 conducted quarterly <br /> landfill cover maintenance at the landfills, which <br /> Closed Waimea and includes providing suitable cover material and <br /> Closed Kailua-Kona 2015 $300,000 backfilling sinkholes and/or cracks observed in the <br /> Landfills landfill. E2 conducted quarterly monitoring at the <br /> Fire Management landfills, which includes collecting temperature and <br /> gas-composition data from the gas probes, <br /> sinkholes, cracks, and other designated areas at the <br /> landfill; evaluation of the landfill surface and soil <br /> cover maintenance; and evaluation of storm water <br /> runoff. Gas data and probe locations are entered <br /> into the Surfer® contouring and 3D surface <br /> mapping program to illustrate gas concentrations. <br /> Problematic areas are delineated based on the <br /> resultant gas contours and carbon dioxide is <br /> injected into the probes in and around those areas <br /> in order to suffocate the fire. E2 prepared quarterly <br /> monitoring reports to submit to the County <br /> summarizing landfill maintenance and monitoring <br /> activities. E2 facilitated the closure of portions of <br /> the landfill's dilapidated landfill gas extraction <br /> system in 2014 in hopes of reducing the amount of <br /> oxygen available to smoldering areas in the landfill. <br /> sot COUNTY OF HAWAII-FY24- PAGE 44 <br />
