c) STU. 24-03, Stewardship Grant Application for Hawaii Environmental <br />Restoration (HER) for WaVele, Puna, Hawaii. Tax Map Key No. (3) 1-4-003:003 <br />and 037, requesting $23,587.00 for Maintenance Activities and Public <br />Education. <br />Mr. Diga Kern is a contractor for Hawaii Environmental Restoration (HER). <br />Commissioner Plunkett asked, "Is there a best practices manual for fire <br />ants control and containment?" Mr. Kern responded that insecticide is applied <br />according to the instructions on the label, and many products have been <br />researched. He asked for help and suggestions to control and contain these fire <br />ants. <br />Commissioner Rosam suggested consulting with the Ant Lab in Hilo as <br />they might have best practices. <br />Commissioner Ward commented that the Ant Lab offers training in <br />standard best practices. <br />MOTION: V.Chr. Kelepolo moved to approve Stewardship Grant Application 24- <br />03, subject to the following conditions: that Finance evaluate the proposed <br />budget before transmitting the stewardship grant application to the council, <br />separating those expenses that do not fit into the Hawaii County Charter and <br />Code from those expenses which can be approved. Commissioner Rosam <br />seconded the motion, and a discussion was held. <br />Commissioner Plunkett sought clarification on whether more than one <br />organization can maintain the trail. (Conversation held, inaudible) <br />There being no further discussion, Chr. Chang called for a roll -call vote. <br />Commissioners Ward, Plunkett, Rosam, Kelepolo, Crivello, and Chr. Chang all <br />verbally voted "Aye." With 6-Ayes, 2-Excused Absences, and 1-Vacancy, the <br />motion passed unanimously. <br />Chr. Chang asked for public testimony; there being none, she invited the next <br />applicant to the microphone. <br />d) STU. 24-04, Stewardship Grant Application for Hawaii Environmental <br />Restoration for WaVele, Puna, Hawaii. Tax Map Key No. (3) 1-4-003:003 and 037, <br />requesting $7,990.00 for Management Planning. <br />Mr. Diga Kern is a contractor for Hawaii Environmental Restoration (HER). <br />Commissioner Ward expressed appreciation for working in Puna and <br />asked for more information on whether this request was a component of the <br />management plan or a precursor to the development of a management plan. Mr. <br />Kern explained this tool's importance in providing layers of information for a short <br />or long-term management plan and includes community involvement. <br />A discussion ensued regarding question marks in the grant application <br />and its meaning.
