ALAMEDA:Okay. Director? <br />SIRACUSA:As long as were on it. <br />YUEN:We, we are trying to encourage inter-connected, inter-connected <br />movement between neighborhoods and areas. And so for, what we have here is an area that after <br />the construction of-. If you look at the site plan there is an area immediately at the top of the <br />page. If you point to the top of the site plan. Theres another potentially developable lot above <br />there. And, its going to be, its going to be cut off on the south side to the right by the Waiaha <br />Drainage Way so you probably wont have access into it from the south. And, its on the mauka <br />side, its bordered by the Queen Kaahumanu Highway and we would probably not want direct <br />access to the Queen Kaahumanu Highway. They, what they were, what they were agree, the part <br />that they agreed to is, solves the basic circulation of getting in and out which is that if you point <br />to the access road at the top of the property. If thats where the final access is to the Queen <br />KaahumanuHighwaythentheywouldhaveawayouttotheQueenKaahumanuHighway.But <br />you wouldnt be able to get from, from-. What theyre proposing is, is, is, you dont have a way <br />to get from one neighbor, from, if you point to that other lot. You cant get from there into the <br />subject property. And, also you wouldnt be able to get out. If you look at the, point to the <br />Kuakini exit. The idea behind having a exit to Kuakini is that if somebody in this project or the <br />other lot wants to go directly to Kailua-Kona from this area that they can take Kuakini straight in <br />without having in without having to go up to the Queen Kaahumanu Highway and coming back <br />down. So those are the reasons for having the road inter, to having a road interconnection <br />between the two parts of the property. <br />ALAMEDA:Mr. Lim any feedback? <br />LIM:I think our, you know we dont have an issue with the connectivity. I <br />think its a good idea but I think that the-. Like I say most of the time that you see that its on <br />subdivision roads, which are dedicated to the County so the liability and maintenance issue <br />doesnt become a problem. Once you run it through a private condominium development then <br />the issue of cost share, insurance, you know all that kind of stuff runs out. And we just, you <br />know, we just see this as being, having them go out onto the parkway and then come back down <br />to Kuakini as were going to be doing should be a feasible solution. <br />ALAMEDA:Okay Mr. Lim I know you have further feedback for us but I wanted to ask <br />our Commissioners if you have any questions regarding this particular item. Commissioner <br />Watanabe? <br />WATANABE:Yeah, just a follow-up on that to the Director. Do we have any plans for <br />the County, you know it being dedicated to the County at some point? Is that something <br />reasonable? Seeing that you know we want to open this in-. <br />YUEN:Well they could create, they could create a County dedicable road but I <br />dont think thats in, thats how they plan to develop the property.
