19. Kona Community Development Plan (KCDP): The KCDP, originally adopted by the <br />Hawaii County Council on September 25, 2008 and most recently amended on September <br />18, 2019, identifies the preferred land use pattern for the Kona districts. The subject <br />properties are located in the Kona Urban Area but are not located in a Transit -Oriented <br />Development (TOD) area. <br />20. Special Management Area (SMA): The subject properties are not within the County's <br />Special Management Area and are located approximately 3.2 miles from the nearest <br />shoreline. <br />DESCRIPTION OF SUBJECT PROPERTIES AND SURROUNDING AREA <br />21. Subject Properties: Parcel 37, a 5.078 -acre, rectangular shaped property, is improved <br />with a church, school buildings, a single-family dwelling used by the pastor and related <br />improvements, as permitted under SPP 549. Parcel 46, a 1.916 -acre, irregularly shaped <br />property is improved with a driveway and two parking lots, with the remainder of the <br />property consisting of grass, trees, and ornamental plants. <br />22. Surrounding Zoning/Land Uses: Properties situated immediately adjacent to the subject <br />properties are zoned Agricultural (A -5a and A -la) and Family -Agricultural (FA -2a), with <br />uses consisting of residential dwellings, a church, small-scale agriculture and vacant lands. <br />23. U.S.D.A. Soil Type: Soils on the subject properties are classified Nap6`opo`o-Honuaulu <br />complex, with 10 to 20 percent slopes. <br />24. Land Study Bureau's Detailed Land Classification System: Soils within the subject <br />properties are classified as "C" or "Fair" and "E" or "Very Poor" for agricultural <br />productivity. <br />25. Agricultural Lands of Importance to the State of Hawai'i (ALISH): Classified as <br />"Other" Agricultural Lands. <br />26. Flood Insurance Rate Map (FIRM): The subject properties are classified as Flood Zone <br />"X," (Area of Minimal Flood Hazard) according to the FEMA Flood Insurance Rate <br />Mapping system. <br />27. Flora/Fauna Resources: No formal flora/fauna study was submitted with the application. <br />Parcel 46 was previously cleared for the construction of a driveway and parking lots to <br />serve Grace Community Church and Parcel 37 was previously cleared for construction of <br />a church, primary school and related improvements.
