The required setbacks from the property line are fifteen (15) feet from the side of <br /> the Baptist Church and five (5) feet from the Elementary School and twenty-five <br /> (25) from the front and rear. <br /> It should be noted that pursuant to Section 25-4-54(d), paved parking is not <br /> necessarily required, provided that the material being used will eliminate erosion, <br /> mud, and standing water. As such, should this Use Permit be approved, The <br /> Applicant will have the proposed parking area paved. <br /> E. Special Management Area <br /> The subject site is not situated within the County Special Management Area <br /> (SMA). However, as the entire island falls within the SMA, a general discussion of <br /> this project's relationship with the SMA objectives follows. <br /> I. Recreational Resources <br /> The proposed facility and improvements should not have any adverse impact <br /> to the recreational resources of the area. The property is not a coastal property, <br /> and there are intervening properties between the project site and the ocean. <br /> There is also no known access to the shoreline from this site. <br /> 2. Historical and Cultural Resources <br /> As the site has been cleared and is currently being used residentially,it is unlike <br /> that there are any remaining archaeological or cultural features on the site. <br /> Nevertheless, during the construction phases involving land disturbance <br /> activity, such as the creation of the parking area,should there be any inadvertent <br /> finds during the development of this project, work will immediately cease until <br /> clearance from the County Planning Department is secured. <br /> Relative to cultural resources, there does not appear to be any particular <br /> landform or vegetation that would lend itself well for cultural practices.Neither <br /> the Applicant nor landowner has observed native Hawaiians frequenting this <br /> area to perform their cultural practices. <br /> In summary, given the developed nature of the area and the use of the site, it <br /> can be reasonably concluded that this project would not have a significant <br /> adverse impact to Native Hawaiian cultural and historical resources and/or <br /> practices that cannot be otherwise mitigated. manners. <br /> 3.
