as scenic resources. The subject site is not listed as a scenic site. However, the <br /> only relevant ones would be the Mauna Kea. <br /> The proposed development should have little or no significant visual impact <br /> affecting Mauna Kea. The view of Mauna Kea from Paniolo Avenue in this <br /> area is not readily visible. Then,too, the height of the new structure is less than <br /> 20 feet, which is considerably less than the maximum of 35 feet allowed in the <br /> Single Residential zone. <br /> Accordingly, this project should not have any significantly adverse impact to <br /> any scenic coastal resources from any public highway. <br /> 4. Coastal Ecosystem <br /> The proposed improvements should not generate any adverse impacts to the <br /> area's coastal ecosystem. The Applicant is requesting to pave the parking area, <br /> the parking area could add to site's impervious surface. In that event, drywells <br /> — if needed— and related drainage measures to address on site drainage issues <br /> related to this project will need to be implemented. If so, the appropriate <br /> Underground Injection Control ("UIC") and National Pollutant Discharge <br /> Elimination System ("NPDES") permits will be secured to assure minimal <br /> impacts to the groundwater and nearshore waters. <br /> Further, the site is situated over three (3) miles from the shorelines, and any <br /> direct interaction between the proposed building and the water should be barely <br /> existent, if at all. Furthermore, the project's wastewater will utilize the septic <br /> system, a commonly accepted system in this area. <br /> 5. Economic Uses <br /> The project itself should have some significant direct economic impacts, due to <br /> the short-term and long-term jobs this project could potentially generate. The <br /> short-term jobs would be principally in the construction industry. The long- <br /> term employment could come in the form of having one or two more employees <br /> to staff the facility. <br /> 6. Coastal Hazards <br /> The site is designated "X" on the Flood Insurance Rate map. Being at or near <br /> the 800-foot elevation level, the site also falls outside of the Civil Defense <br /> Tsunami Evacuation Zone. <br /> Based on the foregoing, it is concluded that the proposed improvements are <br /> consistent with the objectives, policies and guidelines of the Special <br /> 10 <br />
