The applicant's policy to allow co-located antennas on its <br /> tower will allow service for at least one wireless communication service provider. <br /> The approval of the subject request would be consistent with and not contrary to <br /> the objectives of the State Land Use Laws defined in Chapter 205. <br /> 2. HRS Chapter 205A (Coastal Zone Management Act) <br /> HRS Chapter 205A is the Coastal Zone Management Act (CZMA) for the State of <br /> Hawai'i. All lands in the State, including the mountain tops are in the coastal <br /> zone management area under HRS Section 205A-1. The objectives of the CZMA <br /> is "to preserve, protect, and where possible, to restore the natural resources of the <br /> coastal zone of Hawaii"by"maintain, restoring, and enhancing the overall quality <br /> of the coastal zone environment, including, but not limited to, its amenities and <br /> aesthetic values, and to provide adequate public access to publicly owned or used <br /> beaches, recreation areas and national reserves"by controlling development <br /> within an area along the shoreline, the Special Management Area(SMA). <br /> The project is not contrary to objectives of the CZMA as set out in HRS Section <br /> 205A-2, and detailed below: <br /> (a) Recreational Resources: (1)Provide coastal recreational <br /> opportunities accessible to the public. <br /> This objective applies to land within the Special Management Area <br /> (SMA). This project is outside of the SMA, and is therefore not <br /> contrary to this objective. <br /> (b) Historic Resources: (1) Protect,preserve, and where desirable, <br /> restore those natural and manmade historic and prehistoric resources in <br /> the coastal zone management area that are significant in Hawaiian and <br /> American history and culture. <br /> Historic resources are discussed earlier in this application(see <br /> Section 8). SHPO will be consulted. <br /> (c) Scenic and Open Space Resources: (1) Protect,preserve, and where <br /> desirable, restore or improve the quality of coastal scenic and opens space <br /> resources. <br /> Typically no proposed utility facility or telecommunications tower <br /> completely avoids visual impacts without excessive expenses that <br /> prevent cost-effective delivery of the service. In this case, the <br /> property is located approximately 4 miles from the nearest <br /> shoreline, and a monopalm installation was used to mitigate <br /> possible visual impact the project may have on passersby.
