B. Policies <br /> 1) Strive for diversification of its economy by strengthening industries and <br /> attracting new endeavors. <br /> The proposed use is consistent with the aforementioned policy because it <br /> will improve Verizon's network, and therefore strengthen its position <br /> within the wireless telecommunications industry in the islands. <br /> 2) Encourage the research, development, and implementation of advanced <br /> technologies and processes in existing and potential economic endeavors. <br /> Verizon's proposed use will apply the latest in wireless technology to <br /> meet the demands of their consumers; and feels this is consistent with the <br /> above policy. <br /> C. Standards <br /> 1) The island of Hawai'i should be development into a unique scientific <br /> and cultural model. The island should become a model of living where <br /> economic gains are in balance with social and physical amenities. <br /> Development should be reviewed on the basis of total impact on the <br /> residents of the County, not only in terms of immediate short run <br /> economic benefits. <br /> Consumers continue to shift towards wireless devices as their primary <br /> means of business and personal communication. The proposed use will <br /> facilitate long-term, improved wireless coverage to County residents <br /> on the Verizon network. The applicant feels this meets this Economic <br /> Element Standard. <br /> 2) New industries which provide favorable benefit-cost relationships to the <br /> people of the County should be encouraged. Benefit-cost relationships <br /> as used here include more than fiscal considerations. <br /> As part of the wireless telecommunications industry, the applicant's <br /> proposed use will provide the benefit of improved coverage in the <br /> surrounding neighborhoods to its customers. The applicant feels this is <br /> consistent with the aforementioned standard. <br /> 2. LAND USE ELEMENT <br /> The applicant feels that the proposed use is consistent with the goals and <br /> standards of the Land Use Element for a Single-Family Residential area as <br /> identified and explained below: <br /> 17 <br />
