A. Goals <br /> 1) Ensure that properly regulated, adequate, efficient and dependable <br /> public and private utility services will be available to users. <br /> The proposed use is designed to comply with the Federal <br /> Communication Commission's guidelines. Its location was chosen to <br /> provide improved, and dependable cellular coverage to customers <br /> within the surrounding area. This is consistent with the aforementioned <br /> Public Utilities Goal. <br /> 2) Maximize efficiency and economy in the provision of public utility <br /> services. <br /> The proposed use will allow the applicant to efficiently and <br /> economically address customers' coverage needs. This is consistent <br /> with the aforementioned Public Utilities Goal. <br /> 3) Design public utility facilities to fit into their surroundings or <br /> concealed from public view. <br /> To mitigate visual impact, the proposed use is intentionally placed <br /> further away from Paniolo Avenue, and utilizes a palm tree tower <br /> design. This is consistent with the aforementioned Public Utilities <br /> Goal. <br /> B. Policies <br /> 1) Public utility facilities shall be designed to complement adjacent land <br /> uses and shall be operated to minimize pollution or disturbance. <br /> Except during the construction of the proposed Verizon site, virtually <br /> no traffic is generated by the operation of the antenna site, as it is a <br /> low-maintenance facility that is not continuously staffed. Except for <br /> maintenance and repair, the site is self-operating. There are no long- <br /> term traffic disturbances or pollution resulting from the proposed use, <br /> which remains consistent with the above Public Utilities Policy. <br /> 2) Provide utilities and service facilities that minimize total cost to the <br /> public and effectively service the needs of the community. <br /> Customers both living and traveling through the community will <br /> benefit from improved coverage the proposed use will provide. This is <br /> consistent with this Public Utilities Policy. <br /> 19 <br />
